Rear Admiral Fagan assumed the duties of First District Commander in May 2014. She oversees all Coast Guard missions across eight states in the Northeast including over 2,000 miles of Coastline from the U.S.-Canadian border to northern New Jersey and 1300 miles offshore. In fulfilling these responsibilities, Rear Admiral Fagan commands more than 11,000 active duty, reserve, civilian and auxiliary personnel, and employs 30 cutters, 200 boats and 8 aircraft. Her previous assignment was as the Deputy Director of Operations for Headquarters United States Northern.
The Directorate of Operations is the principal advisor to the Commander USNORTHCOM on all operational matters, providing strategic guidance to plan and execute NORTHCOM missions within the area of responsibility; including land, maritime and Homeland Defense air operations as well as Defense Support to Civil Authorities.
Admiral Fagan’s 29-year career has taken her to all seven continents, from the snows of Ross Island, Antarctica to the heart of Africa, from Tokyo to Geneva, and many points in between. Prior to assignment to NORTHCOM, she served as the Commander, Sector New York. Sector New York is the Coast Guard’s largest shore-based operational unit with responsibility for all Coast Guard missions in the greater New York metropolitan area and as far north as Albany. Additional operational assignments include deck watch officer on board the USCGC Polar Star, Marine Inspector-Marine Safety Office Puget Sound, Marine Investigating Officer-Marine Safety Office Mobile, Marine Inspector-Marine Safety Office New Orleans, Industry Training with the New Orleans Steamboat Company, Chief of Port Operations at Marine Safety Office Savannah, and Executive Officer-Marine Inspection Office/Activities Europe in Rotterdam.

Admiral Fagan’s staff tours include Executive Assistant to the Commandant and Vice Commandant. While serving in this role she directly supported and enabled the Service Chief to execute key service strategies and priorities both nationally and internationally. Additional staff tours include assignment as Division Chief of the Foreign and Offshore Compliance Office (then G-MOC) at USCG Headquarters. During this assignment, she managed the Coast Guard's Port State Control Program, and developed and implemented QUALSHIP 21.
Admiral Fagan has extensive interagency as well as intergovernmental experience. She has worked with both the International Maritime Organization and International Labor Organization on flag state and port state issues including development of the International Ship and Port Security Code (ISPS), and the Consolidated Maritime Labor Convention. This work included development and implementation of procedural and policy details on vessel targeting, boarding procedures, and enforcement of the ISPS Code and the Marine Transportation Security Act.
Admiral Fagan has a Bachelor of Science Degree in Marine Science from the Coast Guard Academy, a Masters Degree in Marine Affairs from the University of Washington, and a Masters in National Security Strategy from the Industrial College of the Armed Forces. Her awards include the Defense Superior Service Medal, two Legions of Merit, Meritorious Service Medal, Coast Guard Commendation medals, and the Arctic and Antarctic Service medals.
