The Capital Projects Manager will join the Executive Office of Housing & Economic Development’s ( EOHED’s) Community Planning and Resources Office (CPRO) team and will perform capital project management functions that support the Commonwealth’s economic development goals and strategies. The Capital Projects Manager will primarily work on reviewing proposals and managing contracts for the new dredging initiative funded through the MassWorks Infrastructure Program. In addition to working closely with the CPRO team, this position interacts directly with municipalities, other state agencies and quasi-governmental entities, as well as public/private stakeholders. Project management may include conceptualization, research, scope development, and technical assistance, as appropriate. Project Manager’s will assist in the office’s grant making process for capital funds, and serve as the direct point of contact for 30 – 40 grantees in assigned regions of the state. In addition to day to day interaction with communities, the Project Manager will monitor project timelines, funding schedules, and grantee reporting. This position requires a working knowledge and/or experience with community and economic development.
DUTIES AND RESPONSIBILITIES (these duties are a general summary and not all inclusive):
Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the salary range.
Education, licensure and certifications will be verified in accordance with the Human Resources Division’s Hiring Guidelines. Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative, supervisory or managerial experience in business administration, business management, public administration, financial management, or professional experience in a particular specialty (i.e. scientific, professional, or technical), and (B) of which one year must have been in a supervisory or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Incumbents may be required to have a current and valid motor vehicle driver’s license at a class level specific to assignment.
I. A Bachelor's or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for two years of the required (A) experience.
II. A Graduate or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for three years of the required (A) experience.
III. A Bachelor's or higher degree with a major other than in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for a maximum of one year of the required (A) experience.
